There were no company representatives present during the inspection. This was an EPA inspection in response to a National Response Center Spill Report (NRC No. 1425305) which was received by EPA Region 6. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There was no other federal, state, or local agency representative present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection at the Calgary Energy, LLC, Tidal Osage 1 Lease where a power failure resulted in the saltwater storage tanks to overflowing, filling the secondary containment, ultimately releasing produced water (brine) into Little Hominy Creek. The NRC Spill Report stated approximately 800 barrels of saltwater was released with a company reported 10 barrels reaching Little Hominy Creek. Section II - OBSERVATIONS I observed the Release Point of the spill, the Tidal Osage 1 lease water station, which can be seen in Appendix 1 (photo log) photo No. 1. At the time of the inspection, the floor of the facility was heavily stained with oil and some free oil was pooled in the lower areas inside the secondary containment. For additional GPS location information and photo metadata, please see Appendix 1 (photo log) attached to this report. I observed a portion of the flowpath along the east and south sides of the facility. Crystalized salt from the released brine was present along the flowpath. Along the base of the south and west containment berm, brine saturated soil indicated the secondary containment was not sufficiently impervious to contain spilled fluids inside the facility. See photos No. 2 & 3. I observed a TDS field reading of 233.8 mg/L immediately upstream from the Point of Entry (POE) into Little Hominy Creek. This TDS observation should be used when considering the background TDS levels in the area. See photo No. 4. At the POE into Little Hominy Creek, I observed a TDS field reading of 199.7 mg/L. Little Hominy Creek had substantial in-stream flow at the time of the inspection. See photo No. 5. From the POE, I observed the upstream (photo No. 6) and downstream (photo No. 7) view of Little Hominy Creek. 2 Section III - AREAS OF CONCERN Calgary Energy, LLC / Tidal Osage 1 Lease (OKU000893) Inspection Date 03/10/2025 The primary areas of concern during the inspection were the brine impacted soil and vegetation along the overland flowpath, the oil inside the secondary containment and the insufficient secondary containment berm surrounding the facility which allowed spilled fluid to migrate through the berm, ultimately impacting Little Homing Creek. Section IV - FOLLOW UP EPA inspector conducted a follow-up call with Calgary Energy representative Blaine Haag after the inspection.
