Introduction
An inspection pursuant to Section 114 of the CAA was conducted on June 27, 2023, at 4404 Acworth Industrial Drive Northwest in Acworth, Georgia 30101 (the facility). The purpose of this inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the demolition activity conducted at the facility. The unannounced inspection was conducted by Tony Spann and Pamela Storm who possess EPA inspector credentials to conduct CAA NESHAP asbestos inspections.
The inspectors obtained information prior to the inspection regarding demolition permit # P2300419 which was issued on February 16, 2023, by the City of Acworth for the demolition activity conducted at the facility. According to the demolition permit, the job description was listed as an interior demolition of the facility. The owner of the facility listed on the demolition permit was the City of Acworth. The contractor listed on the demolition permit was Macallan Construction, LLC.
The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned permit.
Facility Information
The facility is the Acworth Power and Public Works building.
Inspection
Upon arrival at the facility, the EPA inspectors presented inspector credentials to Bevan Cobbs, Superintendent of Macallan Construction, LLC. The inspectors observed ongoing construction activities at the time of inspection. The interior demolition activities had been completed prior to the inspection. Cobbs informed the inspectors that an asbestos survey was conducted prior to the initiation of interior demolition activities at the facility. According to Bevan Cobbs, the asbestos survey concluded that regulated quantities of asbestos were not detected at the facility in which the interior demolition was to be conducted. Bevan Cobbs also said that copies of the asbestos survey and other required documentation related to the interior demolition could be provided upon request.
Conclusion
The inspectors will follow up with the contractor(s) and/or owner(s)/operator(s) listed on the demolition permit as deemed appropriate, to obtain information and necessary paperwork related to this demolition activity. This information will include, but not necessarily be limited to, copies of asbestos inspection reports and demolition notifications submitted to the Georgia Environmental Protection Division prior to the demolition activity conducted at the facility.
