GOODRICH CHEMICAL COMPANY LONG BEACH PLANT To: Department Managers Supervisors Date: September 27, 1972 GENERAL NOTICE: SA-14 Subject: VESSEL RESCUE PROCEDURE This notice replaces General Notice: SA-14> dated June 16, 1970, which should be removed from your files and destroyed. PURPOSE The purpose of this notice is to describe the vessel rescue plan and outline a schedule for drills. VESSEL RESCUE 1. An employee discovering a person in trouble in a vessel should immediately sound the area emergency air whistle (continuous). 2. If the person in the vessel has suffered serious injury other than inhalation of vapors, no attempt will be made to move-: him until medical help is obtained. At the direction of supervision a second person may enter the vessel to comfort him, providing a safety harness is worn, if the vessel could have at sometime contained harmful vapors. 3. If it is possible the person has been overcome by vapors, he should immediately be removed by use of the block and tackle attached to his harness. The lab should be called immediately (Ext. 32). If the victim is not breathing, administer artificial respiration until the lab operator arrives with tl,e resuscitutor. 4. Upon receiving notification, a lab operator will immediately report to the rescue area with the resuscitator. If available, the Plant Nurse will accompany him. 5. If the victim cannot be removed, an exhaust hose should immediately be extended to the bottom of the vessel, and, if possible, air intro duced to the vessel by an air hose. If the gas is entering the vessel, the flow must be stopped immediately. 6. Should it become necessary to enter a vessel and remove a person, it will be done only at the direction of the foreman in charge. If breathing apparatus is needed by the rescuer, the emergency vessel rescue breathing unit will be worn. 7. If professional rescue help is needed, the Los Angeles County Fire Department will be called at the direction of the foreman.
