But In St. Louis Monsanto's general manager, Earl Harbtson, tells ABC News: EARL HARBISON: Research done In the late sixties and early seventies showed that PCBs did not degrade In the environment but accumulated, and we were unaware of that up until that period of time. When we learned that we ceased the production of PCBs for all uses other than the electrical Industry, namely, at Insulating fluid for capacitors end transformers. And we've stayed In that business simply because there were no substitute fluids that had the unique characteristics of PCBs.
