To; SHIPYARD DELEGATES AND SAFETY COMM ITTEE Subject; Labeling of Containers We have received a suggestion from a M em ber of the Council that is somewhat different than the approach now being taken by the C ouncil's Safety Com m ittee on the labeling of containers for paints and other coating m aterials used in the shipyards. This m atter has been under review for som e tim e by the Safety Com m ittee and as background inform ation there are enclosed excerpts from M inutes of a Comm ittee m eeting on June 20, 1967 at which this problem was discussed. R elated correspondence which covers the status of the subject at the m om ent and a reprint of the BLS proposal on Safety and Health Regulations published in the FEDERAL REGISTER of May 30, 1967 is also attached. The following is quoted from the m em orandum which explains the suggestion: "It appears to m e that we have a m ajor com m unications area here of securing inform ation from m anufacturers, having sam e analyzed by plant personnel, and then distributing this inform ation to each w orker on the job. . "This to m e seem s like an im possible task to handle adequately. I strongly recom m end that your com m ittee review the possibility of having all inform ation required as to lim itation s, p recau tio n s,. and req u ired safety equipment to be used plainly put on every can of m arine paint. This is done on household products, and I see no reason why we should duck the issue on m arine finishes. "I believe that if the Shipbuilders as a group took the stand that they would not use products in this area which w ere not com pletely and properly labeled on each can that we would be able to accom plish our safety program .
