Grumbles Interoffice Communication FROM: DATE: SUBJECT: P. S. Douvry March 13, 1991 Health Concerns with Vista LPA-210 Purging Fluid VISTA LPA Solvents I had an interesting conversation with Maj. Randy Gross, head of Bio-Environmental Services at Robins AFB in Georgia. On several occasions last year we sold Robins AFB truckload quantities of LPA-210 purging fluid. Last fall it was determined by Robins that our product was no longer acceptable. Maj. Gross is responsible for evaluating potential health hazards of all products used on the base. In July, 1990 he received several complaints from users of LPA-210 purging fluid. Although his recollection of the incidents is somewhat hazy, the complaints centered around the odor of our product. He also seems to remember several incidences of headaches among users. He has no records of any more serious incidences. '? Maj. Gross compared MSDS's of our product and the competitive product, Phillips' Soltrol 220, and found the two products to be essentially identical. The only significant difference was the presence of two additives in our product. These additives were added in order to make our product conform with federal mil spec MIL-F-38299B. Maj. Gross feels that it is the presence of these additives that is causing the problem. Mil spec MIL-F-38299B calls for the addition of two additives. An approved anti-oxidant is required if the purging fluid contains any blending stocks that have been hydrogen treated. The Phillips product does not contain an anti-oxidant, probably because it is not hydrotreated. In addition, an electrical conductivity additive must be added in sufficient concentration to increase the conductivity of the fluid to within the range of 200 to 600 picosiemens per meter. Since our product is hydrotreated, an anti-oxidant is called for. The electrical conductivity additive has automatically be added in the past - we are currently running tests to determine whether it is indeed necessary. The Phillips product also contains this additive. MSDS's of both additives are attached. The anti-oxidant (either Anti-oxidant #30 or #31) is added in concentrations not less than 17.2 mg, nor more than 24 mg of active ingredient per liter of fuel. In general, there are two major differences between Soltrol 220 and LPA-210 purging fluid. First, Soltrol 220 is essentially completely isoparaffinic. Secondly, it does not contain an anti oxidant.
