PI-.P-PT CF THE CHAIFMAM The chalraan opened the meeting and called attention to the Secretary's report briefly siuuarlzlng the progress of the Shite Lead I'rogram during the past twelve months. Copies had previously been submitted to the companies supporting the caapalgn. Progress report la attached as Fxhlblt "A.* The chalman stated that owing to the distortion of the statistical picture for white lead, caused by the war and by a poor painting season In 1940, It was difficult to draw any con clusions yet as to whether or not It had succeeded In checking the decline In consumption that had teen going on for about fifteen years. It was noteworthy that dry white lead consumption had been aalntalred but the voluma of white lead-in-oil sales In 1940 was disappointing. Private advices from competitive pre pared pulnt cosprnles to the chairman Indicated that the 1940 exterior paint market had be*n one of the poorest on record. The National Lead Company planned to make the paint sultabls for two-coat work, saving It avallabia In containers as . small as quart sites. kith this new two-coat product ready for release In time for next sering, It was screed i that the proposed promotional procras for 1941 assuaed added laportance. The chairmen hoped other white lead sunufacturers would taka a slnilar step. 3 The chairman remarked that as the cost of the cam paign to subscribers would be deductible for federal tax purposes Its net cost to contributors would probably be about half tha sum subscribed owing to the Increasingly high Federal profit taxes. The Treasurer's report and budget disbursements to date were also accepted and approved and are attached, as Exhibit *B.* Nr. It was arreed to prepare future financial statements In accord with Nr. It was pointed out that white lead manufacturers would have extraordinary axpenaes in 1941 In marketing readymixed white lead. Final decision was held over for later consideration after alternative budrets had been prepared and the white lead companies and Advisory Com mittee had an opportunity to study them. In answer It was agreed that until all the participating corroders produced ready-elzed ehlte lead that a fundamental shift in copy approach was Inad vl sable, but that enphasls on the nationwide availability of the new prepared paint was Justifiable. Ensuing discussion brought out the difference in supporting membership end the desirability of maintaining an Impartial heeding for the luster work to preserve the great amount of good w*ll it had created.
