'j .'j .'j .'j .'---------------------------------------------------------------------------------------j [ Ex. 6 Personal Privacy (PP) I Policy Coordination Committee - Chemicals TWG draft agenda 6-7-18.docx; Principles 6-7-18.docx Dear Colleagues, Thank you for your agreement to be part of the Chemical Exposure and Risk Assessment and Management (CERAM) Policy Coordination Council (PCC). Attached please find the proposed principles for the PCC. This PCC provides an interagency forum for discussing upcoming or proposed chemical exposure and risk assessment and management actions, and will be supported by the TWG which will discuss upcoming actions, review draft assessments, and inform the PCC on important issues. Through this PCC, Federal agencies that are planning such actions will alert the Executive Office of the President (EOP) and sister Federal agencies who will be impacted by those actions and provide an opportunity to identify differences in scientific perspectives and the implications of those differences on Federal equities, as well as to provide input into the peer review process before public commitments are made. As indicated when we last spoke, we are also forming a Technical Working Group (TWG). The purpose of the TWG is to share information about upcoming and ongoing chemical exposure and risk assessment and management actions, and ensure that Federal agencies who are directly impacted by those actions, particularly from a budgetary or policy perspective, collaborate on those activities as early in the process as possible and speak with one voice across the Federal government. That is, the TWG's purpose is to implement the first two of the attached principles (early collaboration; TWG to facilitate discussions) and to facilitate implementation of the last principle (consistent public communication). The TWG will inform and support eventual decisions by agency leadership. To encourage free and frank sharing of ideas and opinions, all TWG discussions (whether in person, on the phone, or through email) are deliberative until or unless a decision is made to make agency comments or interim drafts part of the public record. Assessments addressed by the TWG are by definition, preliminary, and any materials circulated are presumed deliberative absent a contrary determination by the circulating agency. In identifying your agency's participant(s) in the TWG, we'd like you to nominate one or more representatives with sufficient knowledge of the chemical exposure and risk assessment processes to identify both science and science-policy questions, and with close ties to the agency's toxicologists, epidemiologists, and other health science specialists as well as the arm of the agency that would implement any risk management or regulatory actions that might result from the planned chemical exposure and risk assessment or management actions. Individuals on the group must have access to their policy official and demonstrated experience working in a collaborative interagency environment. Below we list individuals that we have worked with in the past from your agency on interagency reviews related to chemical exposure and risk assessments.
