This report is based on information supplied by the facility representatives, inspector observations, portrelated facilities, and other records, including photographs taken (see Appendix 1), verbal or written statements made during or after the on-site inspection, and/or materials shown, demonstrated, or submitted to the Environmental Protection Agency (EPA) during or after the on-site inspection. In addition, information gathered prior to or after the inspection from a review of EPA, State, and public records may be included in this report. POMC does operate under a MARPOL COA. Area of Concern Yes SECTION II - OBSERVATIONS Facility: Morgan City Harbor and Terminal Section: 2.1 Date: 3/24/25, 9:00 AM Contains AOC: Yes Contains CBI: No I I Lead Inspector: Vince Damiano Attendees: Mac Wade (Executive Director) and Michael Knobloch (Manager) The inspection team arrived at the POMC office to conduct an opening conference on March 24, 2025, at 9:00 a.m. with Mr. Wade and Mr. Knobloch. The team made introductions and provided a summary of the purpose of EPA's visit and EPA's authority under RCRA Section 3007 to perform the inspections. Mr. Wade explained the layout of the port, stating that POMC owns approximately 58 acres on or near the waterway. POMC has a few tenants that primarily lease warehouse or office space. Mr. Wade also noted that POMC has 1,200 feet of dock space capable of accommodating large vessels, and that the primary purpose of POMC is to maintain the waterways and perform dredging activities for beneficial use to support vessel navigation along the waterway. Following the opening conference, the inspection focused on RCRA compliance in the surrounding area. On Friday, March 28, 2025, Mr. Knobloch joined the inspection team to observe POMC's warehouse space, which was previously leased by SpaceX but is now vacant. The team also inspected POMC's dock space. No regulated activities were observed, and no areas of concern were identified during a walkthrough of the warehouse space and designated dock area.
