Vandaventer Road. I have enclosed our consultant generic Scope of Work for asbestos-containing material assessment projects. My request for additional information is relative to Phase I (complete) and Phase III dealing with bulk material sample analyses and qualification of the surveyor. I am particularly interested in your opinion on the condition and quantity of the asbestos so that we can determine what, if any, abatement activities need to be considered now and in the near future. LOUIS 3 The scope of services to be provided by engineering consultant Includes but is not limited to the following: --j oo b--J After successfully reviewing and agreeing with Westlnghouse Terms & Conditions for consultants, the consultant will proceed as fo1 lows wlth Phase I: Phase I. o Make a walk-through survey of the facility and collect bulks in accordance with phase III which have not been defined In the documented sources. The survey shall Include assessment of suspected non-friable asbestos containing material (ACM) and friable, accessible ACM. o Summarize the total square footage or linear footage of ACM where appropriate for each building, area or room, type, and condition of ACM present. o Prepare a cost estimate report detailing the location, condition, and amount of ACM present for a) removal and replacement of all ACM present and b) the removal, and replacement of only friable ACM that are accessible of each type of ACM per area described above. After phase I completion and upon approval from the Westinghouse site representative, phase II, III, and IV may be executed. Phase 11. o Prepare any required permit application and notifications including variance requests. These must be reviewed and approved by Westinghouse Environmental Affairs before submittal. o Prepare the specification package for the contractor including bid documents, technical specs, drawing package, If necessary, and clearance criteria. Clearance criteria shall be consistent with Federal, State, and local authority, but as a minimum the clearance air level to release contractor shall not exceed 0.01 fiber/cc with a detection limit of 0.005 fiber/cc by phase contrast microscopy (NI0SH 7400 method). t=3 HWBB-0002957 k t o Procure the contractor bids and assist In contractor selection. Final contractor selection Is to be reviewed and approved by Hestlnghouse Industrial Hygiene. Phase III. o Provide project management/contract administration and on-site monitoring and Inspection services (pre-abatement through s=3 satisfactory clearance samples). o The analysis of all bulk material samples shall be performed by a laboratory rated as proficient by the US Environmental Protection Agency Bulk Asbestos Sample Quality Assurance Program. The analysis of all air samples shall be performed by a laboratory accredited by the American Industrial Hygiene Association. The laboratory of first choice for the analysis of bulk or air samples shall be Clayton Environmental Consultants. Inc. o A Certified Industrial Hygienist with experience in asbestos abatement projects and knowledge of the EPA AHERA rules shall provide project oversight and quality assurance of all work performed. o All written reports shall contain a sign-off by the oversight Certified Industrial Hygienist to be presented first in draft form for review purposes before final documents are Issued. o Four copies of all documents will be presented to our Westinghouse representative. One copy of the documents is to be sent to Westinghouse Industrial Hygiene. A final compliance report prepared by the consultant is to be issued at the end of the project and includes data compiled during the project (daily log, sample results) as well as asbestos waste manifests and "as-built" floor plans detailing where any asbestos materials had to be left behind. o All work Is to be performed in compliance with the current, applicable EPA, OSHA, DOT regulations, state and local laws. Phase IV. o The Consultant will handle contractor bidding for transportation 0 c and disposal, and develop and collect documentation to substantiate compliance with asbestos waste regulations.
