Hi Liane, I'll need to get back to you. It is my understanding that any changes to the CFR require publication in the Federal Register; not everything requires agencies to take public comment, however. I need to clarify whether there are other procedural options (i. e. suspend and rescission) and the related requirements.

Thanks Melinda, seeing the whole thing written out makes sense.
On another note, I was thinking about a comment Annie made Friday. EO 13783 calls for the agency to identify 'agency actions' (which are regs, policy, guidance, etc.) which would be recommended to revise, rescind or suspend if found to place unnecessary burden on energy resource development. I think Annie asked 'can FS rescind'? It seems like there may be an issue with semantics in the EO. Would you please help me understand what 'words' the FS or USDA uses with respect to changing regulations, the FSM or FSH. Thanks, LM
