As I mentioned to you while speaking to you on the telephone last
week, it is necessary to sign and label as specified in the O.S.B.A.
law (Chapter XVII, part 1910, page 11321). "Caution signs shall
be provided and displayed at each location where airborne con
centrations of asbestos fibers may be in excess of the exposure
limits...".

"Caution labels - {i) Labeling. Caution labels shall be affixed to all raw materials, mixtures, scrap, waste, debris, and other products containing asbestos fibers, or to their containers, except that no label is required where asbestos fibers have been modified by a bonding agent, coating, binder, or other material so that during any reasonably foreseeable use, handling, storage, disposal, processing, or transportation, no airborne concentrations of as bestos fibers in excess of the exposure limits prescribed in paragraph (b) of this section will be released." '
Attached is a reproduction of page 11321 from quoted regulations
which specifies precisely what each sign shall say and what type
of print shall be specified. This is how the sign shall be made.
The labels which are required to be affixed, as noted above, is ..
also noted on this same page. The law is .rather explicit in the

case of both the signs and labels.
You indicated to me on the telephone that you felt these signs and labels could be reproduced at your plant, and that you could possibly also supply them to the "c* plant. If this is possible, . please let me know as soon as is possible.

As we discussed, I do think the signing, labeling, as well as
notification of employees of exposure in excess of prescribed
limits should be considered very seriously for immediate compliance.
This is the type of thing which will provide'good faith to O.S.H.A.
on their future visitations.

cation of this section, every employer
shall cause every place of employment
w here asbestos fibers ore released to be m onitored in such a way as to determine whether every employee's exposure to asbestos fibers is below the lim its pre scribed in paragraph (b) of this sec tion. If the lim its are exceeded, the em ployer shall immediately undertake a compliance program in accordance with
paragraph (c) of this section. (2) Personal monitoring-- (i) Sam
ples shall be collected lrom w ithin the breathing* zone of the employees, on m em brane filters of 0.8 m icrom eter rn Tossity m ounted in an open-face filter holripr. Sam ples shnll be taken for the determ ination of the o-neur limeweighted average airborne concentra

Samples shall be taken for th e determ ination of the 8hour tim e-weighted average airborne concentrations and of the ceiling con
centrations of asbestos fibers. (ii) Sam pling frequency and /patterns.
A fter the initial determ inations required by subparagraph (1) of this paragraph,
samples shall be of such frequency and pattern as to represent w ith reasonable accuracy th e levels of exposure of the employees. In no case shall sam pling be a t intervals greater th an 6 m onths for employees whose exposures to asbestos m ay reasonably be foreseen to exceed the exposure lim its prescribed in para graph (b) of this section.
(4) Employee observation ol m onitor-
resentatives. shall be given a reasonable opportunity to .observe any m onitoring required by this paragraph and shall have
access to tlif records thereof.
<g) C aution signs and labels. (1) Cau tion signs, (i) Posting. Caution signs shall be.provided and displayed a t each location where airborne concentrations
of asbestos fibers m ay be in excess of tuo exposure lim its prescribed in paragraph (b) of th is section. Signs shall be posted a t such a distance from such a location so th a t an employee may read th e signs a n d tak e necessary p ro tc c t've steps be fore entering the area m arked by the signs. Signs shall be posted a t all ap proaches to areas containing excessive concentrations of airborne asbestos
fibers. (ii) Sign specifications. Tho w arning
signs required by subdivision (1) of th is
subparagraph shall conform to the re
quirem ents of 20" x 14" vertical form at
signs specified in S 1910.145(d)(4), and
to tlds subdivision. The signs shall dis
play the following legend in the lower
panel, w ith letter sizes and styles of a

(h) H ousekeeping-- (1) Cleaning. All external surfaces in any place of employ m ent shall be m aintained free of accu m ulations of asbestos fibers if, with their dispersion, there would be an excessive
concentration.
(2) .W a tte disposal. Asbestos waste, scrap. deDns. bags, containers, equip ment, and asbestos-contam inated cloth
ing, consigned lor disposal, which m ay produce in any reasonably foreseeable use, handling, storage, processing, dis posal. or transportation airborne concen trations of asbestos fibers in excess ot the exposure lim its prescribed in paragraph (b) of this section shall be collected and disposed of in scaled imperm eable bags, o r other closed, imperm eable containers.
(i) Recordkeeping-- (1) Exposure rec
ords. Every employer shall m aintain rec ords of any personal or environm ental m onitoring required by this section. Rec ords shall be m aintained for a period of a t least 3 years and shall be made avail able upon request to the A ssistant Secre tary of Labor for Occupational Safety and H ealth, the Director of the N ational
