Recommendation Consideration should be given to obtaining periodic personnel exposure data and/or area monitoring data for other process chemicals in addition to benzene and butadiene to ensure that personnel exposures to these chemicals are also below current exposure limits. Action Plan IH monitoring will be done when systems containing these chemicals are opened fox maintenance. The cooling towers will be monitored for sodium hydroxide as well. Responsibility: OL-II Tech Staff Asbestos Exposures Exposed insulation, much of it most likely asbestos, was observed by the team both in the No. 2 Olefins Unit battery limits and in the facilities used that are in the No. 1 Olefins Unit. This exposed asbestos-containing insulation can be a source of continuous background asbestos fiber concentrations that exposes all unit personnel. All unit personnel did report that proper procedures are being followed when asbestos insulation is removed and disposed. Recommendations Consider development of a program to cover or replace exposed asbestos insulation to eliminate these sources of fugitive asbestos fibers. Action Plan a. No. 1 Olefins - A cost estimate of $198,000 has been received to remove and dispose of the asbestos insulation at No. 1 Olefins. Responsibility: HJB - b. No. 2 Olefins - A survey of the unit has been completed to determine what work is required. Plans are in progress to repair the insulation or remove it whichever is appropriate. Completion is estimated by Jjly 31, 1985 Responsibility: WDV Health Hazard Documentation The following inconsistencies were noted in the health hazard information available to the team. The OSHA Hazard Communications Rule requires that employees be trained regarding the health hazards of the chemicals used in their workplace by 5/25/86 and that MSDS sheets for all chemicals in the workplace be accessible to all employees. These discrepancies can lead to confusion and misinformation when conducting this training. -25UCC 022344
