The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections. The facility is a former gas station that is being remodeled. Addition permit #BAD2208-002 was issued by the City of Canton with the contractor listed as Forgay Passarella Construction, LLC, 1603 General Arts Road, NW, Conyers, Georgia 30012 (phone: (404) 376-9949) on January 13, 2023. This permit states that the facility was a "gas station before interior renovation, adding pumps and a new canopy over gas island, add new spaces for gas station and a white box, new lights and receptacles...A/C relocation air supply, plumbing works." No work was occurring at the site during this inspection. Extensive renovations had occurred. The purpose of this inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the renovation/demolition activities conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on field observations by the inspector and the previously mentioned permit. Facility Information The facility is a former gas station that is being renovated/demolished. The EPA inspector observed that the site was surrounded by chain-link fencing on two sides. The inspector entered the property from the back of the facility. The majority of the facility had been removed. Only one corner of the exterior walls of the convenience store portion of the facility remained. The remainder of the exterior walls had been completely removed. Only the roof and the metal supports for the roof remained. All flooring materials had been removed from the previous convenience store except for some partially-broken ceramic tile remaining in approximately one-fourth of the convenience store (front left facing the facility). Ceiling materials had been partially removed with some insulation visible in portions above the drop ceiling where materials had been removed. The bathroom portion of the previous convenience store had been completely removed along with all interior portions of the store. Conclusion The EPA inspector will follow up with the owners/operators of the facility and the renovation/demolition activity, as deemed appropriate, to obtain information and necessary paperwork related to this activity. This information will include, but not necessarily be limited to, copies of asbestos inspection reports, notifications, and waste shipment records for the facility.
