Balger Informed m that the State of Michigan representatives had saaqpled hla plant effluent pool and had Informed hla that the PCB content was low enough (no number given) that he could arrange for pickup by.d^Tjapiin company. Mr. Balger felt that he had no problea for the tine being) however he did Indicate that the PCB level In thla pool doea increase `for unexplained reasons. Re did not appreciate that since he had not drained hla spates that the smell quantities of PCBs still present In hla aachlnes would lead to a sporadic contaalnatlon of hla water effluent. Re also did not appreciate that FCBa would be In the sludge which he Indicated was present at the bottom of hla pool, Z auggsated that he nay be helping his situation considerably by arranging for removal of the sludge and proper burial.
