During the first Trump Administration, I delegated to OMB's Program Associate Directors (PADs), who are politically accountable appointees, the authority for apportioning funds pursuant to 31 U.S.C. 1513. PADs are best suited to make determinations regarding the use of appropriated funds and should be accountable for making such determinations, rather than a career, non-politically appointed employee. It was thus appropriate to reinstate that practice and re-delegate the apportionment authority to the PADs. Russell T.
