you 'Id you please review the attached draft Car Program Direction Letter, attachments and related draft letter to Truck and Tractor Fnyirieering manage ment.
These direct (with firm timing) the elimination of asbestos in all friction
product uses, particularly brakes. Previous direction
necessarily
qualified due to unknown technical and cost issues.
As background, I've included copies of the original 8/:'. Direction letter, our 11/20/83 position paper and EtbE 12/9/83 recommendations (which OGC previously
concurred in). We would appreciate /our phone consents tto Mr. Dennis McCarthy, exc 30390) sometime Monday, January 9, if possible to enable prompt
processing of the letter.

duction parts And asterisks following objectives set out it the attached Table. These
objectives Are eonsisuect with asbestos removal plans suhiititd in response to Car ?rt>~ gras Direction Letter 8lCS~t-957 (including tboie of Light Truck).
These objectives sssruae removal setiona will be taken by in corporaticc of substitutes for asbestob into aev designs and also into carry cr-er aateriAls and parts over the cert three to four years. These substitutes rcist not present an unreason*hie risk of injury to health or the etvircaaent. Vehicle C>ffice authorisation for engineering expeodit-res and for design costs will he or. an exception basis only, sine for substitutions accarplished to date, these cost have beer, contained within Division budgets. If fixed and/or variable costs appear significant or an excessive engineering effort ns required, asbestos recsvti actions should be reviewed with the Vehicle Design Office before costs are incurred for difficult to achieve or disproportionately expensive substitutions.
Accomplishments will be tracked and reported ansnally by Vehicle .Haterials Development and Planning (VMD&?). VXD&? will also be responsible for coordination of advanced engineering bodget items that aay incur significant coet penalties (e.g., brakes) and preparation of supnlenertary Program Direction letters directing specific accelerated actions if and where necessary.
In order to consolidate all actions within Barth America, Heavy Track and Tractor are reoussued to review these 9h!*qtw^s and participate in the repertong scaaae.
