Zlmmermann OLD BUSINESS 1. Hourly Safety Committee Recommendations A. The contracts for the improvement of the plant lighting are being let on all five projects. Total Expenditure --$73 B. Mr. Wood reported that a new switch (Appleton) was being studied as a possible replacement for the present standard puiqp switch. This was tabled until this study was com pleted. 2. Major Projects A. Mr. Rotzler presented the report of the subcommittee on the plant's nitrogen system survey. Mr. Rotzler was Instructed to prepare a capital request for the battery limit control valves and to follow up on the rest of the work whioh would be handled by local MRO. Mr. Fox raised the question of the use of nitrogen from the pilot plant during periods when the oxygen plant was down. Mr. Rotzler will discuss this with Mr. Fox. B. Leadmen and Chief Operator Training is proceeding as planned. 3. The Plant Housekeeping Inspection Committee, consisting of Messrs. Grissom, Boone and Roblrds, conducted the semi-annual plant housekeeping inspection on December 4 and 7. Their report has been submitted to the Board. NEW BUSINESS 1. Hourly Safety Committee Reopamiendatlons There were no new recommendations from this committee. Mr. Putnam requested that the Board consider the Inclusion of the Hourly Safety Committee Chairman as a member of the Board. This matter will be discussed at the next meeting. 2. Major Incident Recommendations A. Mr. Gilmore, In a letter to Mr. Putnam on November 25 on the subject Fire--Department 18, requested the Board's approval or revision to the recommendation that solvent based Insulating mastic weatherproofed coating material be banned from the plant. Messrs. Browning, Wood and Gilmore were Instructed to review and make recommendations at the next meeting. B. Mr. Gilmore, In a letter to the Board dated December 4 on the subject Procedure for Work on Field Mounted Electri cal Devices, recommended the categorizing of the various electrical devices In the plant and procedures for the servicing of this equipment. After discussions, Mr. Gilmore was asked to study these procedures as affected by the lock-out procedure provisions, and to discuss with Dr* Wall and Mr. Davis the effect of these procedures upon the work of their departments. Proposed Safety Program for i960 The Safety Education Subcommittee and the Safety Department have submitted a safety program proposal for i960, based on the theme "You Are Your Brother's Keeper, " This program was approved by the Board. . Distribution of Hourly Personnel for Voting--Hourly Safety Committee ______ Mr. Gilmore proposed a change In the distribution of hourly personnel for the election of the Hourly Safety Committee SC 16831 LAM024130 plant Manager's Safety Board - Minutes Page 3 members. This proposal was for the election of two members from Group "A"j three members from Group "B" and one member from Group "C" Instead of two from each group. ThV proposal was ap proved by the Board. 5. Process Hazard Report Mr. Putnam has Instructed Mr. Gilmore to prepare the compilation of the process Hazard Committee Items following the recommenda tions contain' In the letter CLG to JSP November 3 on the subject Process Hazard Committee Report. This compilation to be coordi nated by Mr. Gilmore from the Information received from the super intendents and to be issued about March 1. 6. Miscellaneous It was reported that only four safety suggestions were received during the month of November. Fire training for the new members of the fire crew will begin January 11 and operator fire training will be resumed beginning January 2o. The operators fire training will be given every other Thursday and a schedule will be prepared by the safety and training departments. The Board was informed that* although we only had 49 minor in juries in November, we had experienced 39 minor injuries during the first 13 days of December; 14 of which were doctor cases and one which was a serious disabling injury. Mr. Putnam reminded the Board members of the let down which we might experience as a result of this recent disabling Injury and asked that each member instill an alertness and safety conscious ness In his group so that we might be able to avoid a disabling injury and overcome this let down attitude.
