We met with at the Opening Conference. I presented my credentials to and informed her that this was an EPA inspection to determine facility compliance with the Clean Water Act. The scope of the inspection is a Compliance Evaluation Inspection. FACILITY DESCRIPTION is an unpermitted facility that has approximately 124 cattle. At the time of the inspection, according to , the facility was milking 80 cows. In addition to the milking cows, notified us that there were approximately 20 head of dry cows, 20 heifers, and 4 calves. The cows are milked twice per day and between sessions kept in pasture. Section II - OBSERVATIONS Coordination with NRCS: informed us that although she had not been in contact with NRCS recently, she believed that NRCS installed some irrigation lines several years ago. then noted that these irrigation lines have since fallen into disrepair. Retention Control Structure (RCS): We observed the RCS to be largely overgrown with algae, surrounded by dense woody vegetation, and discharging at the time of our inspection (Appendix 1, Photos 1 & 2). We followed the discharge and determined that it stayed within dairy property and ultimately did not reach a water of the United States (Appendix 1, Photo 3). Land Application Areas: At the time of the inspection, there were approximately fifty-five acres available at to which wastewater solids and liquids could be applied.
