I arrived at the SCA Imports and Distribution (SCA) at 11:01 AM on December 16, 2024 for an unannounced inspection. We asked for the person in charge and presented my credentials to Ms. Ylea Montano. Ms. Montano gave me the contact information for the manager who was not on site at the time of the inspection. After being contacted, Mr. Humberto Ferraez, said he would be available later in the week. On the morning of December 18, 2025, I contacted Mr. Ferraez via email and he agreed to meet me at 11:00 AM. I arrived at the SCA Imports and Distribution accompanied by inspector Justin Mullenix at 11:00 AM on December 18, 2024. I was greeted by Mr. Ferraez and I explained the purpose for our visit. I presented my credentials and informed him that this was an EPA inspection to determine compliance with the Federal Insecticide Fungicide Rodenticide Act (FIFRA). The scope of the would be to review documents and any pesticide products for evaluation of the compliance with FIFRA (40 CFR Subpart 169.3 - Inspections). FACILITY DESCRIPTION SCA Imports and Distribution is an import business registered in Texas. SCA primarily engages in the importation of Mexican candy products for the Hershey Company and as a third party logistics company. The company has two employees. The Spring, TX location is not used for shipping, but promotions, offices, and staging. It has one warehouse for confectionary storage located at Petrom Logistics, Inc., 15355 Fatima Dr., Bldg 3., Laredo, TX 78045. Section II - OBSERVATIONS On December 18, 2024, I, accompanied by inspector Justin Mullenix inspected the inventory at the SCA Imports and Distribution location related to pesticides. During the investigation I viewed the warehouse storage area. I did not identify any pesticides being stored at the location during our inspection. Photos were taken during this inspection. Section III - AREAS OF CONCERN I conducted a closing conference with Mr. Humberto Ferraez, at SCA at 11:40 AM on December 18, 2024. Although, I did not observe any pesticide products at the inspection location, documentation which included sales, invoices, and purchase orders were requested for the past three years. I concluded the inspection and exited the facility at 11:46 AM. 2 6ENFORM-019-8 (10/31/2019) Section IV - FOLLOW UP SCA Imports and Distribution Inspection Date 12/18/2024 On December 23, 2024, I received additional documentation from Mr. Ferraez after exiting the Facility on December 18, 2024. I received 30 sales invoices from SCA for the year 2022. Additional documentation for years 2023-2024 is forth coming. Additional follow-up will be required.
