Dear Mr. Harding: I am writing to ask if the SPI would be willing to assist us with a research project we are starting here at the Harvard Business School. Our research plan is to compare certain aspects of industry-government relations in the chemical industry in the U.S., Great Britain, France and West Germany. Specifically, we plan to compare the roles of industry and government in the control of workplace health hazards in general and of vinyl chloride in particular. Our basic approach will be to interview the industry and government officials in all four countries who have taken a leading role in the regulation of vinyl chloride in the workplace. The SPI could greatly aid our study in two ways: 1. By providing us with copies of the documents listed on the enclosed sheet, all of which were prepared by the SPI in connection with the regulation of vinyl chloride. 2. By providing the opportunity for a researcher from the Business School to meet with the SPI officials who were the most active in the regulation of vinyl chloride by OSHA. The purpose of this meeting would be to provide us with an accurate understanding of the role played by the SPI in the vinyl chloride regulatory proceedings. We hope very much that the SPI will be willing to assist our study since its quality and accuracy depend on the full participation of all those involved in the regulation of vinyl chloride.
