In the meantime, T am enclosing a copy of the Emergency Pro tective Standards on asbestos issued by the Department of Labor under authority granted it by the Occupational Safety and Health Act. This emergency standard will be replaced by a permanent standard within six months. Also, I am enclosing a copy of the proposed National Emiss ion Standard on asbestos from the Environmental Protective Agency, plus the proposed membrane filter method for the determination of atmospheric concentration of asbestos fib ers . . There will be a number oi' hearings held before these pro posals are enacted into lav. In some instances the wording is such that to follow through as stated would literally put us back into the "Stone Age" overnight. / In almost all instances it seems that the people who are the most verbose or authors of voluminous proposals on environmental problems have little or nc practical know ledge .
