The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There was no company representative present during the inspection. There was no federal, state, or local agency representative present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection at the R&D Resources, Stoney #1 Lease where runoff water from recent heavy rainfall was pumped into oil/saltwater holding tanks by an automatic sump pump, causing the tanks to overflow into the facility's secondary containment. The secondary containment was overfilled, which released oil and saltwater onto the road, eventually entering the nearby county road conveyance. At the time of the inspection, the company estimated approximately 1.5 barrels of oil was release from the facility. Section II - OBSERVATIONS I observed oil-stained soil and vegetation in the conveyance along the east side of Lynn Avenue, near the point of entry, see Photo No. 1. For additional GPS location information and photo metadata, please see Appendix 1 (photo log) attached to this report. In the conveyance along the westside of Lynn Avenue, I observed significant oil-stained soil and vegetation, see Photo No.2. Section III - AREAS OF CONCERN The primary area of concern was the oil-stained soil and vegetation in the conveyance along Lynn Avenue. Section IV - FOLLOW UP EPA inspector conducted a follow-up call with the facility operator, Johhny Webb. Mr. Webb stated clean-up was still being completed and would continue until all impacts were corrected.
