Subject: AsbestosIn Air Sampling - flheldnn Hoad. Plant
Tbe bejxxrtraent of Labor, under tha authority of ths Occupational Safety and Bealth Act of 1970, In Section 1910.93* of ths federal Register dated October IB, 1972 has promulgated occupational bealth standards In relation to the use of asbestos snd asbestos laden naterials. As part of the survey conducted of ford
Motor Company operations relevant to ths use of asbestos or asbestos laden materials, tbe Sheldon Road Plant was studied again to doterains asbestos In sir
concentrations and current asbestos control methods. Previous studies In production areas using asbestos and asbestos laden materials have been of
representative Jobs, but this study represents breathing tone snd general air samples of all employes and operations found operating on the second shift
during the dates studied. Results of air sanplas taken and Instrumentation used are attached.
Subpast (g)> Section 1910.93* "Asbestos" - pp ZZlki-ZZlkh sets tbe eight hour
time weighted average Threshold. limit fain* (TLV) for asbestos in fibers greater than 9 microns In length per milliliter of sir. Subparagraph (b) eatab11shes the current tU at $ fibers snd the celling limit at 10 fibers vlth a reduction In ths TLY effective July 1, 1976 to 2 fibers greacter than 9 ailerons. Subparagraph
(c) deals vlth engineering controls and states local exhaust ventilation, isola tion, and enclosure (but not 11mltad to) shell be used to oontrol tbe release of asbsotos fibers. Subparagraph (c) further states that all hsnd and power tools shell be provided vlth local exhaust ventilation If such tools may generate excessive asbestos dust snd bags or oontalnere shall not be opened rnless in the prasenos of local exhaust ventilation or ths fibers vltMrsun wet. Subparagraph (d) , Section 1910,93* specifies personal protective equipment to be used when ths TUT Is exceeded. Ibis protective equipment varies vlth the Intensity of the exposure. A further provision of this subparagraph Is ths issue of special
clothing, change rooms and lockers vlth subsequent instructions for ths launder ing of these special clothes, Buhperagnph (g) requires special signs to be
posted In areas exceeding the TUT and special labels and dosed containers for ths disposal of asbestos vests, Vis provision of mibpsragrayh (l) state that
employes shall have access to monitoring rsooris end be notified vlthln five days lu writing If they hove been exposed to levels exceeding the TUT or Oalllng
Value They must also be "timely notified" of remedies planned to conect the oxpowws, Hartlral examinations consisting of pra-eaployamnt, annual, and
which Include postsrlor-enterlor ehsst and pulmonary function tests, are required end described In subparagraph (J) for exposed employes.

Asbestos is used at the dheldnn Hoad Went as a filler tor plastic heater housing. asbestos la hsndlefl at railcar unloading, bag storage, mod at airing operation*.
Asbestos la added at mixing jnematlcally from alloa and on occasion Manually from begs* Mixing operation* ara all under local exhaust ventilation* A aev vacuum
system has been Installed in the nix rooa, but compressed air cleaning la atlU uaed along v&th dry sleeping. After extruding and adding organic eolvant binder,
the Material la Molded Into the heater bousing* extruding operations are also vntor local exhaust. Qa molded beater bousing la dcflashed by band power tools
and assembly holes drilled on automatic drill fixtures* these operations are also uoder local extaust, but problem* vlth keeping the exhaust system elasn from de flashing scraps continue* Also, soaa sorter* persist la deflashing In areas not provided vlth looal exhaust.
Kven though dry sweeping and ecmpreaeed air claming la still evident and the de
flashing exhaust require* acre Maintenance, results of the attached air samples
indicate marked lsvrowmnant In the control of asbestos fiber In the plant*
Three air ample* exceeded G6SA standards, houevtr, an important distinction must be Made. Two of these were general air sample* and nay not represent enq>loy*
breathing sooe dust concentrations. The highest breathing sons sample was obtained while the employe was wearing respiratory protection This employe was not exposed* Respiratory protection is unacceptable if feasible engineering control methods of dust suppression are available. Unless It oould be demonstrated that respiratory protection Is tta only method of worker protection, this dust ample would probably be cited as an OBHA violation*
The highest level of dust found was while the Mix room cleaner was cleaning silos and tb floor around them. Bae worker used ootqpreseed air and was wearing an approved dust respirator* The purpose of stapling this employe ms to ascertain
whether the fiber concentration In air was compatible with the respirator uaed. The type respirator used le acceptable to ten tines tbe TVT and the air sample result of 13*3 fibers greater then five nlcrons per Milliliter le within this range.
based oo the air sauries taken sod Observations aade, we reoounnndt (1) That cleaning In the nix room be don* by vacuus, not with oaqpreeaed air or by dry
sweeping; (ft) That asbestos exposure caution sl&s be posted par subparagraph (g) of OftRft 1910*93% at the alx room nettanlaee md siloes (3) That asbestos wrte be disposed per subparagraph (h)(2) of OSBA 1910*93a; (0 That employe assigned to the nix room be provided with special clothing, lockers sod change rooa per OGHA
fjubpjwagraph (d), 1910.93a; (5) That deflashing be dene only In areas provided with local exhaustjsnd (6) That local exhaust systems used tor deflashing be put
on a routine nalntenenod schedule*
