Goodreau August 6, 1987 DOT REGULATIONS VISTA During the hazardous materials program assessment you requested information on properly prepared shipping papers, markings, labels and placards for the materials back-hauled. Based on information contained on the MSDS's, I have put together the following general rules and material specific information on the attached pages. 1. Shipping papers are required to have the "proper shipping name", "hazard class" and "UN or NA number" in sequence. 2. The total quantity by weight or volume, including the unit of measure, must appear before or after the items listed above in 1. 3. The "hazard class" on the shipping papers provides the information you need to affix labels and/or placards. 4. The following rules apply to placarding mixed loads: a. If the gross weight of all hazardous materials is less than 1000 pounds, no placard is required. b. If the transport vehicle contains two or more classes of materials requiring different placards, the vehicle mav be placarded DANGEROUS in place of the separate placards specified for those materials. c. However, if 5000 pounds or more of one class of material is loaded at one loading facility, the placard specified for that hazard class must be applied. An example of this is shown in the first attachment. 5. DOT Hazardous Materials regulations do not apply to materials classed as combustible liquids in packagings of less than 110 gallons, unless the combustible liquid is a hazardous substance or hazardous waste. The following attachments contain shipping paper, marking, labeling, and placarding examples for: 1) drum shipments of toluene sulfonic acid, methanol and ethanol, and 2) tote shipments of combustible YEU 000090(594 R.
