The facility is in a Dairy Outreach Program Area (DOPA). Inspectors met with the dairy consultant, Mr. Jim Wyrick, and owner, Mr. Maiko Hessel, at the Opening Conference. Inspectors presented their credentials to them and informed him that this was an EPA inspection to determine compliance with the facility's TCEQ CAFO Permit (TX0148253), and the Concentrated Animal Feeding Operations (CAFO) requirements as found in the Clean Water Act (CWA). The scope of the inspection was a full compliance evaluation and includes an evaluation of the facility's compliance with its NMP. The sequence for the inspection was an introductory overview conducted during the opening conference, followed by a site review, and review of the NMP and records required per the permit. The inspectors wore boot covers. The consultant and owner of the facility joined the inspection. FACILITY DESCRIPTION The TCEQ CAFO permit (TX0148253) was issued to Bouma Dairy Farm on 01-07-2026, and it expires on 01-07-2031. The facility permits 999 total cows. At the time of the inspection, there were approximately 737 total cows. Cows are milked twice daily and housed in covered freestalls between milkings. Freestalls are cleaned via flushing recycled wastewater in between milking sessions. Clean water is used to flush the milking parlor. The facility borders Big Sandy Creek on the western side (Water Body Code 1016). There is one concrete lined settling basin downgrade on the west side of the freestalls that leads to RCS 1 via gravity flow (Appendix 1, Photos 1-2). In addition, the facility is currently constructing an additional RCS named RCS 2. (Appendix 1, Photo 3). RCS 2 borders an unnamed creek that feeds Big Sandy Creek (Appendix 1, Photo 4). The facility has seven LMUs (Land Management Unit): 1 - 75 acres, 2 - 44 acres, 3 - 39 acres, 4 - 64 acres, 5 - 30 acres, 6 - 41 acres, 7 - 113 acres. The facility plants ryegrass and bermudagrass used for hay, silage, and grazing dry cows. Center pivots are used for clean water application and drag hose for wastewater and manure application. No manure or wastewater is transferred off-site. All commodities are stored under cover. All records were maintained by the consultant and were available for review at the time of the inspection. 2 Section II - OBSERVATIONS Bouma Dairy Farm Inspection Date 01-21-2026 Lagoon Management: All the RCSs for the facility are designed to receive the production area wastewater runoff. RCS 1 capacity is 5.56 acre/ft certified on 01-06-2000. The liner and hydraulic conductivity were certified by James Winn, P.E. on 03-01-2007. RCS 1 met the required conductivity rating greater than 1 X 10-7 cm/sec. RCS 2 is currently being constructed. The measured capacity is 32.44 acre/ft and also met the required conductivity rating greater than 1 X 10-7 cm/sec certified by Noel Courts, P.G. on 01-03-2026. There were no signs of erosion in the embankments and cattle are unable to access the lagoons. All pole markers showed adequate freeboard and are below the 25-yr/24-hr rain event mark. The facility uses gravity flow and drainage channels to route all runoff to RCS. Nutrient Management Plan Review: The facility has a Nutrient Management Plan (NMP). The date of the NMP is 02-28-2025 and was prepared by Jim Wyrick. A review of the nutrient application data showed that the facility was keeping appropriate records for the amounts of nitrogen and phosphorus applied to the land application sites at the Bouma Dairy Farm for both the lagoon process wastewater and slurry. The facility also tracks the required annual soil, wastewater, and manure solids nutrient concentrations. LMU 1 was evaluated for agronomic rate applications for 2024, and the facility is land applying below the agronomic rate in line with the NMP. Mortality Management Area: Mortalities are buried on site west of the poultry barns (Appendix 1, Photo 6). There were no signs of exposed carcasses at the burial site or dead cows in the production area at the time of the inspection. Land Management Units: There were no visual signs of ponding or leaking in the LMUs at the time of the inspection. Section III - AREAS OF CONCERN The Bouma Dairy Farm is well operated and maintained, with good implementation of the best management practices contained within the permit and NMP. No areas of concern were found at the time of the inspection. Inspectors exited the facility at 11:05 AM.
