Among the clients I represent, I am fortunate to work with the Semiconductor Industry Association. SIA includes the major US manufacturers of semiconductors ("microchips") that are components of numerous electronic devices. That industry works closely with its suppliers, who are manufacturers and processors of various sophisticated chemical substances and mixtures that are critical to "chip" making. Such substances are unique and highly specific in their composition and properties; consequently, new chemicals often are being developed to suit specific technologies. Among the substances used in these processes are Photo-acid Generators (PAGs) which are used in photolithographic processes to layer various surfaces on microchips. Last year, SIA and its suppliers voluntarily formed a Consortium to address certain issues that had been arising in the context of the Agency's review of PAG substances that are submitted as new chemicals (in LVEs and PMNs). Approximately one year ago, the two of you met with a delegation from SIA and its core group of suppliers to discuss the New Chemicals Program's approach to new chemical PAGs. (The meeting occurred in May 2017, just as Mark Greenwood was retiring from his practice - while he was transitioning this client to me.) In the intervening period, we have made great strides as the PAG Consortium has worked collaboratively with New Chemicals Program personnel on a structured agreement by which our members are supplying certain information to EPA reviewers and will be generating new data on representative PAG substances to submit to EPA. We think this would be a good time for you to become more acquainted with SIA's role, how its industry depends on the availability of innovative new chemistries, and report on how the PAG Consortium is continuing to work with EPA personnel to further the Agency's objectives to obtain a more robust data profile on this category of substances. If we could find mutually convenient dates during the middle two weeks in July (the weeks of July 9th and 16th) that would be ideal. I realize your schedules are jammed packed; thus, an informal meeting is being sought. We would bring with us only a handful of SIA personnel, one or two representative members, and a "supplier" representative. I would be pleased to contact your respective schedulers to seek an appropriate date.
