NIMA AQL It PACKAGING REQUIREMENTS IN GOVERNMENT SPECIFICATIONS ft wee reported that there is no central committee in Washington, D. C,, that handles this subject for federal agencies. Each agency is responsible for its own requirements. Attached are copies of letters that were received from the Department of the Navy pretaining to MXL-I-2819 and MXL-I-278I. ft woe suggested that a single specification embracing an application could be written and adopted by all federal agencies, if they so desire. Frank Govan will be contacted to ascertain if such a program could be promulgated thru the FCC. ASTM SPECIFICATIONS 1. ft was reported that the "Proposed Specification for Mineral Fiber Preformed Pipe Insulation" had been adopted by ASTM and bad been numbered C 547-64T. N cc 2 2* Combined specifications C 312 and C 521 wore diecuseed and several changee adopted. These changes will be brought to the attention of ASTM C 16 Subcommittee T-Vm at their meeting in Montreal. Canada. i X The "Definitions Applicable to Thermal Insulating Materials" was discussed. Several changes were considered and will be brought to the attention of ASTM C 16 Subcommittee S-L GSA SPECIFICATION The specification was discussed for the purpose of considering any changes prior to promulgation, ft was agreed that Mr. Barnhart would write to GSA proposing several changes: 1. Retain insulating cements for use above ambient. 2. Include the use of amosite asbestos. NEW YORK STATE SPECIFICATION ft was reported that this specification dated May 11, 1964, was being used for promulgation and any pertinent comments on the specification should be in NIMA hands at the earliest possible moment, prior to its being printed in its final form. FEDERAL SPECIFICATION HH-I-523 ft was reported that this specification is to be written with the pipe insulation classified as to jackets in accordance with the wishes of the various federal agencies. By a majority vote in the Committee, Mr. Barnhart was asked to write GSA and the other federal agencies and again object to writing this specification on that basis. (At the ASTM meeting Mr. Barnhart talked to Frank Uovan of BRAB on i!.*s bject and was advised that pushing this subject too hard in Washington, D. C., would be detrimental to the interests of NIMA. Members that manufacture calcium silicate under this specification were contacted and they agreed that discretion is the better part of valor in this case and to not pursue the subject further.) COMMON BASIS OF MEAN TEMPERATURES FOR REPORTING ifK" VALUES ! "~ ft was recommended that for reporting "k" values the procedure followed in the ASHRAE GUIDE should be used. 1 cc s THERMAL CONDUCTIVITY ROUND ROBIN k u reported that tha data had not been completed to data and that a ccapltu raport on this subject will ha forthcoming at tha next TfcR Committee Meeting. ft was agreed that the purpose of the round robin was to standardise equipment and method of test in order that consistent results can be ft was suggested that subsequently a paper should be presented on the results of the round robin to ASTM or ASHRAE, "K" VALUES FOR ASHRAE GUIDE Several changes were diacussed relating to the table circulated to the Committee* The table incorporating these changes will be circulated to the Committee for comment* SAMPLE SIZE FOR ASTM C 356 feasmuch as Amendment 2 to HH-I-523 calls for adherence to ASTM C 356* and tiiere is no discrepancy between HH-I-523 and ASTM C 356, this subject was dosed. THICKNESS TO PREVENT CONDENSATION This subject is to be discussed at a later date in accordance with the results of further work to be done by the Class Section on this subject* ft was agreed that 'Thermal Insulation Thickness Required to Prevent Condensation" as prepared by Union Carbide Corporation while technically correct was too clumsy a document to use.
