Bond Attached are copies of the August 29, 1975 memo together with copies of the follow-up notes of September 22, 1975 and October 22, 1975. The Plant Managers have not replied to date. It is reported that the "in-plant" procedure as related to randoms is now being taken care of but the inventory of randoms is out-of-proportion, and must get into line before we take the physical inventory. Your telephone call advising of the reasons reported at Van Buren as to why we couldn't ship the randoms prompts a review of this subject and as agreed upon you will get further substantiation as to the report that certan Customers and Distributors have been told that "they do not need to take randoms." It is understood that certain orders will clearly specify "no randoms" but they are generally minimal, and unless the order so states we can ship randoms up co the maximum percentage whenever they are available. The Operations Bulletin #11-Shipping Procedures has been revised to include a section on "randoms" so use only the revision 11-A. As you are aware, "randoms" are a day-by-day item and unless noted on the Planning Board we do not get the maximum footage that can be salvaged e.g. - a decision has to be made whether to ever make a 9'6" or a 10 ft. random. As this length will make three 3'3's", or one 6'6" and one 3'3", they generally are converted at the saw. The name of the game is to get maximum footage from FTT rejects and 6'6" and 3'3" can be tested faster than randoms so decisions must be made. The steel skeleton racks that will be coming down from Asarco shortly will be of benefit in storing "in-process" pipe sections so that practical "runs" can be made. I would like to get this item out of follow-up and ask that you reply as to what can be done to improve the hydrotester operation, etc. Items such as this if put into weekly follow-up can generally be answered in a short note on your weekly report letter. Wright, Wayne Limbaugh, Lynn Roberts, Buddy Swafford, Paul Cooper, Roy Jackson After a review of the 1975 shipped orders, it is apparent that we have to follow-up to see that randoms are shipped as part of each order. We must be practical in that we cannot load up one trailer with the full percentage of randoms for the order. This always irritates the Customer and we will ship not more than one unit per trailer. As of this date, randoms are "held" and you are requested to go over all randoms in inventory completing the following, without deviation, and as fast `as possible, A. Inspect the random for dimension specifications, appearance, etc. B. Check O.D's. for repair clamp tolerance and segregate into units that meet the tight repair claim specs., and those that do not. C. Hydro test each and every random and place into unit loads identified as to "this unit meets (or does not meet) repair claimp tolerances," and including the total footage in the unit. D. Each random must have "the length" stencilled onto it in a legible manner. General Important- If the large hydrotester at Van Buren isn't adjustable to suit random pipe in 6" increments advise at once. If a dummy clamp can be fabricated to "jackass" the hydrotester head into position, it will be necessary to complete A.S.A.P. In short, whatever has to be done to test randoms before they are put into inventory must be done. With our inventory low on some items it isn't practical to have randoms out of sequence with full lengths so let's move them on out. Do not disregard this directive and "randoms" are not to be shipped untested. I am still concerned as to the large number of 12 ft. pipe randoms rather than 12'6" (assuming we had to cut off a damaged or out-of-spec nose) and wonder whether the 12ft. comes about because of the large hydrotester construction? Review this with your Plant Eng. and Prod, people and I wish to have answers in writing as to mechanical problems, if they truly exist, and advise your Q. C. people that randoms, and all "shorts" are to be noted as to hydro results on the daily report. C. Department certifies that they have been inspected, tested, and are truly a product meeting all AWWA and AS1M requirements. Each pipe regardless of length is a link in the chain and it is unrealistic to put a sub-standard section into a fire line. Think about it - would you be satisfied to have a pipe line on your street that could fail the first time that the booster fire pump sends excess "water hammer" down the line? A. E.
