Barnhart TRAFFIC COWffTTEE REPORT No report was given. 2 Ihe fraffic Committee was given the assignaent of reviewing standardiza tion of packaging in relation to carload shipping as well as taking steps toward petitioning the National Classification Board to sake changes in the National Motor Freight Classification to easing the situation vj.tr. respect to alxed truckload shipaents. STATISTICAL COMMITTEE REPORT In the Chairman's absence J.M. Barnhart reported as follows: 1. In October 1968, the Statistical Cosnittee recommended that for statistical reporting, the Association member making the ultimate shipment (except where the national account is a member of IIIXA) should report sales of private branded materials, rather than the manufacturer. The purpose of this reconaendatios is to provide a better geographic breakdown and sales value for these shipments. Understanding that the Board of Directors voted $ to 1 in favor of this proposal, the Committee will put it into effect as soon as requested by the Board. 2. Pending the results of No. 1, and with Mr. Barnhart's cooperation, the Comalttee will follow through on another recent recosaecdaticr. ; To publish periodically the rules for reporting shipments by members of the NZMA. They now cover the exclusion of export sales, sales to original equipment manufacturers, structural insulations, and sales of private brand materials purchased from another manufac turer. It is the last exclusion that we propose to change, in cases of intra-Association purchases. 3* Mr. BanJhart has collected from all members lists of product trade names corresponding to the statistical reporting categories, as proposed by this Committee. This list will be ready for publica tion after correction of some errors and emissions which have come to light. 4. The Statistical Conaittee Chairman has received, through Mr. Barnhart, the assignment to gather a list of manufacturers in certain areas of the insulation industry not presently included in the National Insulation Manufacturers Association membership. An adjunct to that assignment Is tha collection of certain marketing and distribution information on foam insulations. Ve will aim to have by June 15, J969 an interim report to Mr. Barnhart for distribution to the Board of Directors. -3- PUBLICITY COMMITTEE REPORT A. Walsh of Wathen/Walsh Associates reviewed the present programs per taining to publicity in connection with IDCNA and the Duct Systens. OCCUPATIONAL HEALTH 4 SAFETY COMMITTEE REPOST R.L. Strickland reported as follows: A committee meeting was held in Rev York on December 11, 1963. Chairmen, Dr. Lee Grant. Three major items were discussed and acted upon by the couittee: 1. Kettering Duct Study 2. U.S. Public Health request for assistance 3. University of California proposals. On December 12, 1968, a Joint meeting was held by the Executive Committee of NIMA and the Duct Systems Coeoittee. At this meeting a report was made by Dr. Grant on the Kettering Duct Study, the U.S Public Health Study, and the University of California Proposed Envi ronmental Study. At this meeting recommendations were made by the Health and Safety Committee: THE KEl'l'hPIUG STUDY could not proceed as scheduled due to the member companies not furnishing Dr. Cholak Job informa tion and clearances for Dr. Cholak to take air samples. Assignments were made to specific individuals to obtain this information. Most of this information has been obtained and forwarded to Sr. Cholak. The first report received from the Kettering Laboratory was very encouraging. The only fiber glass fibers found were from dust samples taken from two light fixtures below the grills in the file room. This room had not been painted or dusted sines 1963. There were no airborne fiber glass fibers obtained in the duct system or at the grill outlets. -u *ftie U.S. PUBLIC HEALTH SCTVTCE request was referred to indi vidual member companies for handling, as this vas net a re quest that could be sponsored by 3XMA. UHTVEBEITY OF CALIFORNIA PROPOSAL -- By a majority vote of the Joint committees, the California Environmental Proposal vas expanded to include a duet study.' A subcommittee vas proposed to discuss the cost, timing, and parameters of an expanded proposal vith Dr. Cooper and Leroy Balzer. A meeting vas held in February at the Berkley campus of the University of California. In attendance vere: Cliff Sheekler - J-M Or- Konzen -- 0CF K. Strickland - CSC Jack Barnhart - KX24A Or. Cooper assured the committee that both studies (Environmental and Duct) could be conducted concurrently and collated in a 12-month period. The cost of these studies vould be $33,000 ($22,000 for the environmental and $11,000 for the duct portion). A written proposal has been presented to 'IIl'A, which vas for warded to the four gloss fiber member companies. This proposal has been approved and returned to Dr. Cooper. Job sites were selected and each member company was assigned the responsibility of getting specifications, operating data, and approvals for Dr. Cooper's staff to take air samples. Also, Or. Cooper's staff vas to vork vith the local Asbestos Workers Union for permission to vork with asbestos workers on the en vironmental portion of this study. On. Konzen and Edvards of. 0CF vere given the responsibility of coordinating the information and samples from member com panies for this study. Host cosipanles have been cooperative in supplying the informa tion required by Dr. Cooper. Or. Edvards is following up with those companies that have not furnished the information needed. R.Zm Strickland has been acting chairman of. this committee. Dr.. Konzen has agreed to be. chairman of this coonittee. -5- EDUCATION. HEALTH A LEGISLATION COMMITTEE REPORT C.L. Walsh-Healy Act - Revised federal Registry. B. federal Health and Safety Act. C. Asbestos Bill HR 2503. 5. Position paper on fibrous Glass to be prepared and published by IZMA. To be completed by January 1, 1970. 6. Distribution of a report re Insulation Industrial Hygiene Research Program at Mt. Sinai to SXMA, ZDCBA, ACPA,.ATX and others. 7. Meeting with Bob Wilson, Director of Nevall Insulation A Chemical Co., England. Also member of Asbestosis Research Couaell. J. Barnhart invited but could not attend. 6. AACS3 Spring Meeting in Georgia 6/9/69. YXMA team invited to make presentation. 9. Ind. Group in West Virginia area requesting SIMA team to present program September 23* 1969 - Charleston, West Virginia. 10. Two additional members requested for HZMA Education and Leg islation Committee.
