Dear Dr. Gross:
Following our meeting in Cincinnati, our subsequent corres pondence and telephone conversations concerning a!proposed agreement between you and Dr. Robert A. Kehoe relating to the fhrther develop ment by you of certain human lead balance data accumulated by Dr. Kehoe at the Kettering Laboratory at the University of: Cincinnati, and in response to your request that we provide you wijth some written indication of the mutual intent of you and Dr. Kehoe w;ith respect to the development of the data, I am happy to provide you: with the following.
Essentially, it is proposed that you would develop further and publish the results derived from basic data compiled by Dr. Kehoe at the Kettering Laboratory of the University of Cincinnati Department of Environmental Health. The "project", as presently contemplated, would involve three separate phases, and would be completed within two years of the date of commencement of the first phake thereof. The three phases of the project are very generally desbribfed as follows:
Phase 1: Description of and Definition of Data.
Phase 2: Correction, if possible, of rejsults for dietary variations.
Phase 3:
Development of a mathematical model based on the data with delineation of lead absorption attributable to diet, inhalation, etc.
It is my understanding that Phase 1 will be funded by a grant from the Ethyl Corporation, although I note fromiyour corres pondence that Dr. Kehoe has already advanced some ^3,000 toward out
side expenses incurred in connection with this aspfect of the project.

Dr. Stanley B. Gross June 18, 19.76 Page 2
At the. present time it is. contemplated fhatjFhase 2 and
Phase 3 yonld require : funding of ' approximately $6'0:, (30i, of which
you are hoping to obtain $.30,000 from ag.. eastern jbn.ivb;rsi.ty, as yet
undetermined. The balance of the. funding would be;provided by Dr.
Kehoe.
i
Some, although not all, of the essential provisions of an' agreement that occur to me would be:
(1) Any commitment of Dr. Kehoe would be limited to $30,000, and would be conditioned on your being able to make satisfactory arrangements for funding the balance of the cost of tip project.
i (2) Designation of some appropriate vehicle for receipt and disbursement of the funds provided by Dr. Kehoe; hopefully this would be accomplished by some form of grant to the university which would be earmarked for this project.
i (3) Recognition and credit in all publications of the results of the project of the contributions thereto of Dr. Kehoe and the Kettering Laboratory and/or the Department ofiEnvironmental Health of the University of Cincinnati.
(4) If further projects, or further deyelobment of the data, are generated by reason of this project, there v|ould be an
opportunity for both you and Dr. Kehoe- to participate itherein.
As I indicated to you over the telephone, ltd seems to me that preparation of a more formal agreement between you and Dr. Kehoe should await the conclusion of your efforts with respect to establishing the connection with a university or other private organization for providing the additional funding and facili ties' necessary for the completion of the project.
In order, however, to interest.in the project, as' set review the above and sign it as on the basis outlined above.
give you the assurance of forth above, I have asked evidence of his intent to
Dr. him to go forward
If this approach is satisfactory, we will simply await further word from you as to the status of your efforts.
Very truly yours,
JLC:sdm

Dear Dr. Kehoe:
'
I've talked on the phone twice with Dr. Gross relative to your joint project for the further development of your human lead balance data. Dr. Gross requested that we provide him something in writing which he could use to assist In making his presentation to the University of Maryland (which has expressed considerable interest in the project) and as some evidence of the mutual Intent of the parties to carry forward the project.
The enclosed draft of a letter is my attempt to fulfill that request. I would appreciate your critical review of the let ter. Please make any changes you fee'l are appropriate and give me a call. I will then have It re-typed for you to sign and get it off to Dr. Gross.
Sincerely,
JLC:GB Enel.
