1 the Ship America Associate Administrator, shall report to
2 the appropriate congressional committees (as defined in
3 section 4 of the SHIPS for America Act of 2024) and
4 the Maritime Security Board on-
5
"(1) the opportunities and challenges faced by
6
commercial entities to move cargo on oceangoing
7
vessels of the United States; and
8
"(2) recommendations to increase international
9
commerce moving on vessels of the United States.".

(b) CONFORMING AMENDMENTS.--The table of sec-
11 tions for chapter 553 of title 46, United States Code, is
12 amended by adding at the end the following:
"SUBCHAPTER IV-SHIP AMERICA OFFICE
"55341. Establishment of Ship America Office.".
13 Subtitle C--Regulatory Reform
14 SEC. 431. ALTERNATE STANDARDS.

(a) IN GENERAL.--Chapter 33 of title 46, United
16 States Code, is amended-
17
(1) by redesignating sections 3317 and 3318 as
18
sections 3318 and 3319, respectively; and
19
(2) by inserting after section 3316 the fol-
20
lowing:
21 " 3317. Alternate standards
22
"(a) IN GENERAL.--Not later than 1 year after the
23 date of enactment of this section, the Secretary, in con-
24 sultation with the Maritime Administrator, shall establish

1 alternate standards to allow self-propelled vessels pro-
2 viding oceangoing transportation that are not documented
3 under chapter 121 of this title to receive a certificate of
4 inspection if the vessel will become a documented vessel.

"(b) REQUIREMENTS.--Under the program estab-
6 lished under subsection (a), a self-propelled vessel used to
7 provide oceangoing transportation that is not documented
8 under chapter 121 of this title shall be eligible for a certifi-
9 cate of inspection if the Secretary determines that-
10
"(1) the owner of the vessel has agreed to apply
11
to have the vessel documented under chapter 121
12
upon receiving the certificate;
13
"(2) at the time of the receipt of such certifi-
14
cate, the vessel is eligible for documentation under
15
such chapter;
16
"(3) the vessel is classed by and designed in ac-
17
cordance with the rules of a classification society ac-
18
cepted by the Secretary;
19
"(4) the vessel complies with applicable inter-
20
national agreements and associated guidelines, as
21
determined by the country in which the vessel was
22
documented immediately before becoming docu-
23
mented under chapter 121;
24
"(5) the vessel has been assessed for cybersecu-
25
rity and surveillance risks; and
