Just prior to that timeframe MPCA staff had leamedof the PEC contamination problem and toxiocfPiFtCsy, and that PFCs had been discharged to the Mississippi River from the 3M plant for many years. This was pursuant to discussion with 3Mstaff and disclosureofsome PFC effluent data submitted in the NPDES/SDS permit application, dated February 8, 2002. PFCs had not beenroutinely monitored in the 3M plant effluent. MPCAstaffwas interested inanyand all PFC effluent data compiled by 3M since it was pertinent 10 our understanding ofthe extentofthe PFCproblem,and understanding the extentto which PFCs had been discharged from the 3Mplantin the pest,inorder begin to assess environmental impacts and evaluate the need for any environmental investigations. MPCAstaffalso needed to be able to assess the capabilityof the then proposed activated carbon treatment system to be installed at the plant.
