Asbestos, Quebec JIT 3N2 Canada Dear Bob: We received your letter of July 4, 1980 advising of the IOHH decision regarding AXA/NA's request for a contribution from QAMA toward our legal costs incurred in the defense of the ashestoa industry in the United States and, needless to say, we are extremely disappointed, In addition to our disappointment, we are very much concerned about the impact of the decision on our association's membership 1 ' and our ability to carry out an effective defense. As I think we pointed out during our visit with you in March, we have already lost several members because they did not feel the asbestos producers were carry lag a fair share of tbe financial burden associated with fighting for survival of their product. Other members, while they have not yet gone so far as to resign, have strongly echoed that view. Uan? of the members feel that they would be better off investing their resources in the devel opment of.substitute materials for their products than in contining the battle for continuation of asbestos with all of the marketing and legal problems associated with it. We greatly fear that the decision expressed in your letter will further influence their thinking in those directions. We, as an association, must now assess the impact of your decision and reconsider our priorities and strategies in regard to reaction to legislative and regulatory initiatives involving asbestos. It has been the custom of I.O.E.H. that approval be una nimous in matters such as your request. Two of the six Directors declined approval for reasons that have toeen explained.
