As can be seen, several people overexposed were Vinyl Lead Operators, who spend their work period inside a control room. Their exposures are believed to be due to a combination of prevailing winds and certain leaks discovered in the older reactor area. Rerouting of an obsolete section of fresh air duct to the control room is planned.
