That is the job currently held by Phil Brooks. The air enforcement director works in the Office of Enforcement and Compliance Assurance and not the Office of Air and Radiation. Bruce worked at DOJ before he joined ERA. He retired while I was at ERA and (S think) has been working part time as a consultant and advisor to environmental advocacy groups. With regard to CPP, you hit the nail on the head - the rule was stayed by the US Supreme Court soon after it was issued by the Obama ERA. That was the first time in history that the Supreme Court had issued such a stay. The stay clearly signaled the Court's deep discomfort with the legal viability of the CPP. Any concern about delay of the CPP flows directly from the stay. As to his allegations of bias, I would say that we were even-handed. For example, we issued stringent emissions limits for non-road vehicles and engines that even NRDC had to acknowledge in the opposition letter that they circulated last week. Our goal was to be smart and efficient in complying with the Clean Air Act and protecting health and the environment.
