Thank you for the potential opportunity to meet with Administrator Pruitt to begin a dialogue focused on Clean Water Act Section 404 permit streamlining.
NAHB proposes that Administrator Pruitt along with the Corps Assistant Secretary of the Army (Civil Works), DOI Secretary Zinke, Commerce Secretary Ross, and DOT Secretary Chao host a 90 minute forum on the afternoon of Monday 9/18 in which industry stakeholders - including home builders, road builders, real estate developers, manufacturers, etc. - will 1) identify specific challenges and delays we face when seeking CWA 404 permits and 2) offer potential solutions the federal agencies can consider to make the permitting process more efficient.
The meeting would be the beginning of a conversation to explore solutions. As appropriate, additional meetings with select agency staff could identify specific fixes.
As we discussed, I'll reach out to Leah Pilconis, my counterpart at AGC, and the three of us can get together soon over coffee to iron out details. I will touch base early next week.
