From the outline info available at present, this looks an interesting initiative (given previous study suggesting link between benzene and various cancers). I believe both US and international refiners and benzene producers, and anyone else with an interest and $$ are invited to participate in the Consortium, but I don't know the mechanism by which these are being identified and approached for participation.
