The material was old block KAYLO which was partially water saturated from breaks in the protective cover and the employees used reasonable care in wetting the sidewall material prior to the removal process. This job was generally performed according to the prescribed standards in that adequate wetting was ensured, signs were in place, area was marked with barricade tape and the employees wore 3M dust respirators. The current threshold limit value (TLV) for asbestos is 2 fibers per ml of air and when proper care is not taken the TLV will most likely be exceeded. The following data indicates the amount of fibers which were airborne and subject to being inhaled had the employees not worn respirators. Although they would not have been overexposed they should be encouraged to wear the respirators under these conditions because in addition to asbestos fibers there were also glass wool and other unidentified particulates. Two insulators wore personal sam pling pumps during the operation. Also, an area sample was taken twenty feet downwind from the job. The area sample indicated a concentration of 0.48 fibers/cubic centimeters while the personal samples indicated concentrations of 2.59 and 2.61 fibers/cubic centimeter. These concentrations are higher than the current OSHA eight-hour, time-weighted average of two fibers/cubic centimeter of air. Therefore, respiratory protective equipment must be worn in the area. Several workers were not wearing respirators at the time the samples were taken. Although water hoses were used to wet the insulation before and during removal, some insulators were working ahead of the water hoses and stirring up clouds of dust. Wetting with water significantly reduces emission of airborne dust when properly used. The above air samples were sampled and analyzed by phasecontrast microscopy using Union Carbide Corporation, Chemicals and Plastics Industrial Hygiene Handbook Method Number 38C-29X4-Rla.
