EPA conducted inspections in coordination with Customs and Border Protection at the Sweetgrass MT Point of Entry during an operation in April 2024. A vehicle that was tampered attempted to enter and entry paperwork showed the importer as RMRI. The vehicle was denied entry. EPA conducted the January 27, 2025 inspection based on the April 2024 operation. Notes (e.g. compliance actions taken by facility, purchased samples, other relevant background, etc.): A summary of the conversation with the co-owners are as follows: RMRI is an importer that buys and sells new and used vehicles. RMRI has an onsite mechanic shop (Mechanix Unlimited), that was also assessed during this compliance investigation. RMRI has 5 employees and imports approximately 200 vehicles per month. Mechanix Unlimited has 8 mechanics. RMRI ensures compliance by reviewing gauge clusters are in miles per hour, and required labels are on vehicles that are imported. Mechanix Unlimited is the branch of RMRI that works on vehicles as necessary, but RMRI confirmed that both entities check compliance with OEM emission controls and would be sent back to Canada if the vehicles were found to be deleted. RMRI drivers deliver approximately 80% of imported vehicles to the facility and the drivers also are required to review that OEM controls are installed according to RMRI. The facility also checks for recall work needed but has dealerships in Great Falls, MT conduct the repairs. The vehicles imported are mostly gas vehicles, with approximately 10% of the imported vehicles being diesel. A facility walkthrough occurred at 2:00 PM. Inspectors reviewed the inventory of imported vehicles on the lot and selected 20 gas and diesel vehicles to inspect. No vehicles were found missing or tampered OEM emission controls. Additionally, at 2:15 PM, EPA inspectors walked through Mechanix Unlimited, and no vehicles appeared to be tampered or were being tampered.
