June 14, 1973 MEMORANDUM TO: Dr. Jerome F. Cole International Lead Zinc Research Organization SUBJECT: Colorado Lead Standards Your memorandum of June 11 about the Colorado standards poses a rather difficult problem. I do not believe that under any circumstances either LIA or ILZRO should be involved in making a statement on behalf of a standard which it f iels may be excessive. Such a move could do great damage to the credibility of the organizations and make its role at public hearings on environmental matters very difficult. If the Colorado lead producers could be persuaded to recommend in the state a standard like the 5 micrograms per cubic meter for a six-month average, this would be desirable and, I believe, it would have definite public relations advantages in demonstrating the industry's concern about proper health protection of the general public.
