I fully support the ERP and SRP meeting and working together to share learnings, developing a shared understanding, and to leverage knowledge and information as appropriate. I think we need the separate, independent ethics review capability provided by the original structure. It was conceived to allow for equal weight/voice for the ERP and SRP with the background that this approach would be most favorably viewed by external communities of interest. This will require identification of a replacement for Baruch so we have 3 ethicists on the panel. I also think that the Oversight Committee is the appropriate forum for discussion and a final decision, but don't think it has to wait until mid-Dec. for a vote. I vote keeping them separate. Now that the work load on both ethics and scientific review panels has moderated, I would like to recommend that these external panels be integrated under the leadership of Jerry Rice.
