Grumbles October 10, 1986 REGULATORY REQUIREMENTS FOR IMPORTED CHEMICALS VISTA The Toxic Substances Control Act (TSCA) requires, among other things, that all substances manufactured, used, or imported by Vista be on the TSCA Inventory list. When importing products, the Act requires the importer to certify, at the port of entry, that the shipment is subject to TSCA and complies with all applicable rules. It is imperative that we have a TSCA certification for imported substances. This is necessary to comply with the above requirements. This is best done by obtaining a written certification from the foreign supplier. If a certification cannot be made available by the supplier, we may be able to make a TSCA determination if appropriate chemical information on the product can be obtained. The certification assurance should be made part of standard purchasing practice and plant product acceptance procedures. Environmental can assist in reviewing imported products to determine if they are on the inventory. It has been recognized that there is a need to raise the awareness of these regulatory issues as they impact daily business. TSCA training seminars are ongoing and one is currently being planned for Houston staff affected by these regulations. Please call if you have questions regarding this issue.
