Conference) Louisiana Division DATE: May 7, 1991 PURPOSE: Attend HMTR Review at Glycol 1 and talk to Howard Wilkinson and Gary Meier about Louisiana Division Consolidated Program. PERSONS OR GROUP VISITED: Glycol 1 - Victor Dean, Jim Henry and Don Jones Consolidated Audit - Gary Meier and Howard Wilkinson Process Hazard Analysis Discussion - Buck Bailey, Don Jones, and Art Royals SUBJECT SUMMARY: Glycol 1 HMTR - Victor Dean conducted an HMTR on the new propylene Oxide Truck Loading Facility. They are going to ship PO tank trucks from Plaquemine to Rubicon Chemicals using dedicated Chemical Leaman trailers. They have spent in excess of SIMM on this project. Skip Ksionda has been involved in training the Chemical Leaman drivers. Depending on time of day, the appropriate truck route will be selected. Consolidated Audit Program - Talked to Gary Meier and Howard Wilkinson about proposed Louisiana Division Consolidated Audit Program. Their goal is to perform approximately 10 - 12 audits per year to achieve a two year cycle. Howard is the Audit Facilitator for Louisiana Division. The first Louisiana Division audit is set for Poly A on May 28,29,30. Process Hazard Analysis - Art Royals received an update on future Process Hazard Analyses being proposed by EPA and osha. Art was interested in determining what types of PHA were being proposed. ACTION PLANS: 1. Ask Don Jones to get Glycol 1 to document reasons for differences with ADL study. J.R.G. - Done 2.
