Dear Dr. Gardner:
At a seating yesterday attended by certain braze
lining manufacturers, Ur. Slapson and I were able to present
to a fairly large group of Interested corporations the proposal
that one of your dusting chambers be engaged far further experi
mentation with asbestos dust.

The proposal was very well recelTed and It appears that not less than eight, end perhaps ton or more, corporations 111 participate in financing these further experiments along the lines discussed when we set with Dr. Lanxa and Dr. acConnell a few days ago.
Accordingly, you may consider this letter as an authorization. to "you to cocueacs the cor.teaplated experiments with asbestos dust for the purpose of determining more definitely the causes end affects, of esbestosls. It is my'understanding that, among other questions which it is anticipated these experi ments will-answer, are the following*
(1) What concentration of dust Is necessary to prouuca the fibrosis of the lungs which Is designated as esbestosls.
(2) Whether exposure to asbestos dust will produco esbestosls without tho existence of previous infection and mether the I-ray changes found in advanced human esbestosls can be reproduced In anlea Is without Infection.
(3) ffhother the fibrosis produced by asbestos Is of the progressive type, that is, will the fibrosis Increase (ones It has started) after exposure to the dust has ceased.

(i) Whether the fibrosis resulting -fro* exposure to asbestos dual la occasioned by the allicon con tent of the asbestos or by ita fibrous structure.
(5) Whether the presence of 'asbestos bodies* he a any diagnoetie significance.
It la also our understanding that these experiments till, require approximately three years, which will, ' .-an that th*7 eill not be concluded until about the end of the year 1939; and that they will cost f5*000 annually, or a total of 415*000.
It Is our further understanding that the results obtained will bo considered the property of those eho are advanc ing therequired funds, eho vlU determine whether, to what exten aiiri inwhat manner they shall be made public. In the event it is deeaed desirable that the results be made public, the manuscript of your study will be submitted to us for approval prior to publl< tion.
I shall appreciate your advising me if the foregoing accurately expresses the proposition you had in ainri. Also, let ae know the manner is which you would like to have the funds ad--, vanced to you.. Would you, for example, desire to have flkJO paid quarterly in advance, or Just what arrangement would suit you besl Any method you suggest will be satisfactory.
Since the experiments are being underwritten by. a rela tlvely large group, it has beoa suggested tJ:nt, as a matter of cor ver.iencw, any communications regarding the worm be addressed to-me and I will, where necessary, communicate the contents thereof to Mr. Simpson and the other parties. You will be provided with fund by either Johns-Maorilie Corporation or Baybestos-Menhattan, Incor porated and we or tx.ey will secure froa the other parties their vro rata contribution.
