I can see that she has worked in a couple of di fferent pi aces that would al1ow her to intersect with the Admi ni strator, so i t 's cl ear that they have known each other for a whi1e . She is not a federal ly registered 1obbyi s t , by the way. Y e s , assuming that she is usi ng her own money (as opposed to chargi ng her firm or a cli e n t), she may treat the Admi ni strator to 1unch, and he may accept under the "gi fts based on personal fri endshi p" excepti on to the usual prohi bi ti o n .
