The fuel at this Facility is sold to the public. The Environmental Protection Agency's Facility records indicate the Facility has six, STI-P3 underground storage tanks (UST), each with a 12,000-gallon capacity. Tank identification and products are listed in the table below. Piping for all tanks is double-walled, pressurized, fiberglass reinforced plastic (FRP). The EPA last inspected the Facility on May 17, 2022, and they selected it for routine re-inspection. Ms. Grabowski, the EPA inspector, spoke with the Facility operator on August 11, 2025, and sent a follow-up email to schedule the inspection and provide inspection details (see Attachment A). The EPA inspection team arrived at the Facility at 1:25 p.m. MDT. Ms. Grabowski introduced herself to the Facility operator and presented inspector credentials. Ms. Grabowski proceeded to conduct a physical inspection of the UST system as well as a review of Facility records. Photographs of UST system components taken during the inspection are in Attachment B. Copies of operation and maintenance records are in Attachment C. Tank Leak Detection Tank leak detection is conducted by a Veeder Root TLS 450 automatic tank gauge (ATG), which performs continuous statistical leak detection (CSLD) via probes in each tank. Records of release detection tests were maintained onsite from August 2024 - August 2025. Annual operability testing for the ATG console and probes was conducted and passed on May 7, 2025. Piping Leak Detection Piping leak detection is satisfied by electronic line leak detectors (ELLD), which perform monthly 0.2 gph tests. Records of piping release detection tests were maintained onsite from August 2024 - August 2025. Annual operability testing for the ELLDs was conducted on May 7, 2025. The Tank 5 (clear diesel) ELLD failed testing, but all others passed. The Facility operator provided an invoice dated September 22, 2025, via email, showing that the clear diesel PLLD transducer was replaced. Cathodic Protection The last two cathodic protection (CP) test results, dated February 27, 2024, and June 15, 2021, were provided. All six STI-P3 tanks passed CP testing. Piping material is FRP. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment Triennial hydrostatic testing of spill buckets was conducted and passed on August 19, 2025. Triennial flapper valve testing was conducted and passed on May 19, 2025. Periodic Operation & Maintenance (O&M) Walkthrough Inspections Monthly walkthrough inspections records were maintained onsite from August 2024 - August 2025. An annual walkthrough inspection was conducted during the EPA inspection on August 26, 2025. Operator Training is the designated Class A/B operator. Class A/B certificates were provided. Various individuals are trained as Class C operators, and documentation of training was provided during the inspection. 2050074 - Agland West Page 2 of 3 8/26/2025 UST Inspection Financial Responsibility Agland West uses the Montana state fund as a financial responsibility (FR) mechanism. A certificate of FR as well as the DEQ operating permit were maintained onsite at the time of inspection. Physical Observations The EPA inspector viewed the spill buckets/fill pipes, tank top sumps, under dispensers, and the ATG console. Several of the tank top sumps contained rocks and soil due to aging and collapsing manways. In some cases, the piping, joints, and turbines within the tank top sumps were in contact with the rocks and soil. The dispenser 6 shear valve did not appear to be anchored properly. The ATG console indicated zero active warnings or alarms at the time of inspection. Inspection Conclusions and Recommendations At the end of the inspection, the EPA inspector filled out an Onsite Deficiency Identification Form (see Attachment D), which represents initial compliance recommendations at the time of the inspection. Prior to departing the Facility, Ms. Grabowski stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment E). Ms. Grabowski provided the Facility representative with the deficiency form and retained a carbon copy for recordkeeping. Inspection Report Attachments A.
