Zullo P.E. - Burlington Pilot Plant - Flemington o^Pile Burlington Wastewater Treatment Upgrading Testing of the microstrainer began in December and after a short period of operation, various components of the unit failed and testing has come to a halt. When the unit is repaired, the program will be continued. Preliminary indications show that this unit is too small to handle the entire plant outflows. It does seem, however, that the unit will yield adequate B.O.D. reductions. Once the testing is completed (end of January), detailed engineering plans will have to be developed and submitted to EPA. As of this writing, we have not authorized R.F. Weston to do any detailed engineering nor have we developed a definitive project estimate for a CAR. In the next several weeks, we have to decide if Tenneco or R.F. Weston will do the detailed engineering for plan submission to the EPA by February 28, 1975. Vinyl Chloride Reduction Program A plant level program on suspension polymer stripping was conducted by R&D and Process Engineering. A detailed report will be issued in January. Preliminary information is presented in the December Monthly Report of J.W. Poarch. A follow-up program is being developed for trial during January. Preliminary indications show that we can get N.D. horoopolymer resins without major degradation of properties. The installation of the metering system for gas flow out of the Burlington vent condenser has been postponed and will be done in early January. This system will help us further define the VCM emissions and tighten our material balance con fidence level. -------------- The new high pumping rate agitator paddle for the suspension stripper COLORITE 011003 Page 2 has been received and installed in homopolymer stripper #3. Evaluations of its effectiveness will be made in January on both homopolymer and copolymer products. Sparging pads have been received and these will be installed in January on a suspension blend tank for evaluation of sparging effectiveness on VCM reduction. A meeting was held with Burlington manufacturing to review a proposal for the installation of a reflux condenser on the homopolymer stripper. Several alternates were suggested and these will be reviewed and costed out for CAR presentation. Process Engineering is trying to locate a second reflux condenser tO' be installed as soon as possible to protect the recovery compressors from the large quantities of water which are being carried over as a result of the new stripping techniques. Process Engineering is working with Project Engineering and Jacobs Engin eering on designs for the VCM reduction program in Flemington. A new high pumping rate agitator has been purhcased for stripper #4 in the Dispersion Plant, The agitator is scheduled for installation on Jan uary 6th and evaluation of its effectiveness will be conducted by Larry Schappell Other Activities A meeting was held with Tenneco legal people to familiarize them with the plant operations and conditions regarding the VCM problem as they relate to the EPA. Process Engineering will review a table prepared by the EPA which details emission sources and cost of control.
