Dameon Baker, H2O Management Solutions Type and Purpose of Inspection: Compliance Evaluation Inspection Facility Type: Commercial Oilfield Waste Disposal Facility Applicable Statute to Inspection: RCRA Section 7003 Inspection Type: Unannounced Inspection Joint: U.S. EPA, Wyoming DEQ FACILITY INFORMATION Company Ownership: H2O Management Solutions, LLC General Facility and Process Description: The H2O Management Solutions facility is a commercial oilfield waste disposal facility (COWDF) that receives non-hazardous, RCRA Subtitle C-exempt E&P oilfield waste for storage, handling and disposal. The facility has been issued a permit to operate a COWDF by WDEQ. The facility includes three evaporation ponds, a netted offload vault, storage tanks and a raw water pond. TOUR INFORMATION Upon arrival at the facility, an opening conference was conducted with Mr. Baker, followed by a walk-through of the facility. Facility Name: H2O Management Solutions Facility Location: 41.800700, -107.536600 Date of Inspection: May 15, 2023 Areas of the facility toured: Offload area Offload vault Evaporation ponds Tank storage Data Collected and Observations: During the inspection, I observed that the netting over the offload vault was pulled back (see Attachment 1 - Photo Log). Mr. Baker stated that it was temporarily pulled back to accommodate repairs to the vault gate. On pond 1 (southernmost pond) and pond 3 (northernmost pond), I observed an emulsion on approximately 10% of the surface of the ponds. This material did not appear to present a threat to birds or other wildlife. No spills were observed in the tank battery area. No bird or other wildlife mortalities were observed in any areas of the facility that were inspected. CLOSING CONFERENCE A closing conference was conducted with Mr. Baker in which he stated that he would get the netting back into place over the vault.
