I am now enclosing a copy of the final draft and ask that you or whoever you may designate review this and let me have any comments you may have so that 1 may get them Into the Washington office not later than October twenty-third. Referring to your comments on the preliminary draft. you will note that In 6.3.6 they have added to the original statement, which was that leaks might be detected by use of a flammable gas Indicator, the fact that equipment may be inspect d for the presence of vapors and frosting on the surface. The second point you brought up was in regard to the hazard from static, electricity generated by friction caused by high velocity when vinyl chloride is expanded. This you will find discussed In the revision of 6.2.2, which it seems to me probably states the situation about as well as ire could do at the present time. -. I was rather Interested to note the next to the last paragraph of the letter of transmissal of this final draft. It would appear that the M. C. A. office is not aware of our interest in vinyl chloride, and if I am not mistaken, we probably produce about as much as the named companies do put together.
